He wasn't sure, and seemed to think that terrorism requires more actual conspiring, rather than one party spewing borderline-inciteful speech and another party independently taking it upon himself to do violence. But he agreed that people like the guy who killed Tiller are falling through the cracks between freedom-of-speech laws and anti-terrorism laws.
