And look closely at the Doctor, in those first couple of seconds after Rose gets zapped. This is a guy who does everything with words - tricks the baddies, convinces people to change sides or to become heroes, everything. His mouth is moving, but nothing is coming out; there aren't any words to fix this.
Also, between the Ninth Doctor and Jack, there is enough testosterone in this story to make me grow a beard.
ETA: The Doctor can't even hear any more words - the guard's voice fades into nothing.

But.
Till, and only till, the moment when he can do something about the problem at hand. At which point he and Jack become a well-oiled machine.

It is, of course, with words that he comes back to life. In fact, the words and action are identical: "Let's do it."
