It makes a sort of sense. Getting here and getting permanent residency is a bit of gamble. Why not have them play blackjack for it?

PS. There was an article in Good Weekend about Christmas Isalnd, and apparently the casino is barely used and mostly empty. The owners will probably be grateful for any one who'll pay to use it. Now, what is the Government going to do with the spaceport? (Which is a half-cleared patch of scrub).
