Dunno about films, but I know there were some Eastern European propaganda campaigns similar to (and about as obviously useless as) the "duck and cover" routines in the US. I used to work with an older gal who was originally from Poland, back in the Cold War days. She once said that when she was growing up, in the event to a nuclear attack citizens were told to lie down and cover themselves with a newspaper. (Theoretically to block alpha particles, I suppose, though they'd be the least of one's worries if one was anywhere close to ground zero.)

As my co-worker dryly put it, "We used to say they were leaving out a step. It should be, 'Lie down, cover yourself with a newspaper -- and start crawling towards the cemetery to save some time.'"
