Legally, they have voluntarily agreed to accept asylum seekers who make their own way to the country, and they have done so in the past. For the PM of NZ to declare that asylum seekers are suddenly "not welcome" invites the question of which other international agreements and laws his country is willing to break. Or perhaps there's a convenient island nearby where the refugees could be parked, safely out of sight?
If NZ doesn't want asylum seekers arriving by boat, it ought to do exactly what Australia ought to do: work with Indonesia and Malaysia, and with the UNHCR, to process asylum claims in those countries. You can't queue-jump if there's no queue.
