See, the Doctor has erased the Master's memory and Chameleon-Arched the both of them, but retained his own memory. And his plan is to show the Master how nice it is to be nice, playing Gene as someone A Bit Shady to show how tiring it is when your boyfriend is Not Nice and does not respond that much to your Homoerotic Subtext.
