Oooo ... does it have to be traditional? What if their flag was a rotating swath of steel-wool edged in razor blades, mounted on a pillar of fire, with an actual lightning bolt slashing diagonally on the flag across a miniature black hole?
Or you could just make it out of double-knit polyester, I suppose. It's pretty evil too.
