First I've heard - but it makes sense:
"We do anything, anytime, anywhere"
would these be the appropriate analogues though?
Jeremy = Tim? (the poncy one)
Richard = Bill? (the short one)
James = Graeme? (the smart one)

But Clarkson's notoriously ignorant of science (e.g. his attitudes towards climate change and identity theft)
James is shaggy enough to be Bill so maybe Richard should be Tim (being the most metrosexual of the trio)

It's not so much his attitude towards *science* that makes me think Graeme as his attitude towards *hardware*.
Plus of course, Graeme Garden is basically playing Jeremy Clarkson in "Max Warp"...

Getting terribly academic here, but maybe it's just a question of a sort of oral tradition in British comedy, that lots of things that Brits find funny date back to TW3, the Goon Show, the Goodies, and Monty Python et alii.
